Because they made some skins that went unused before so they took 5 minutes and made them into items we can get and call it content.

A number of people will, also those weapons are so people will have things to use in their OS's until they can get their artifact, granted 100 to 102 isn't that bad, but it's still a big jump to go from the Ilvl 620 weapon you'd have from draenor to legion content.

I am using my vanilla weapon transmogs over all my artifacts. What's the point of artifacts?

Note that all Order Halls sell 740 weapons of all relevant types for said class, so you have a basic start weapon when you switch to that spec but don't have the artifact yet (ie. something to get you through the artifact quest). Its not entirely only for transmog purposes.

That's why they give you different skins and colors. I can't imagine there isn't at least one you don't like

I play affliction warlock, what if I just don't like scythes? What if I play arcane and just don't like those weapons, wishing I had the sexy fire ones? What if I play shadow and can't stand those designs? Etc etc ... the weapons all follow a theme. Either they are all the same basic look, modified, or the same muted general color palette like I believe disc priest is. There isn't a lot of variety for some specs. I'm sure all weapons will appeal to someone, but not all weapons or full sets of weapons will appeal to everyone.

I'd probably use the purple skin of the scythe for a bit, then move on to a completely different stave. Moreover, the fact that none of the skins may fit your transmog is an issue too, then add the fact that not all skins are easily acquired for all players, so the one they want may not even be an option for them in the first place.
