Since we don't know when Pandaren are considered "adult" she could be 20 and still be a "child". I always figured Pandaren would get very very old, so they just might age slower.
Who cares tho... If all the WoW characters aged, Thrall would have white hair by now.
The only ones they bother to age are the ones that are relevant to the lore (aka Wrynn's son), Li Li hasn't been relevant since MoP, and even then she was barely relevant, more of like a quest helper than anything.

I'm surprised people don't know that Li Li was 12 in WOTLK (Pearl of Pandaria novel). 15 in MoP and 17 in Legion. She's almost as old as Anduin. She has always needed a different model.

But...she's not an adult yet. It's been roughly 2 years since Mists of Pandaria, she's likely still a kid.
Keep in mind, we don't know how Pandaren age. They could very easily have a long childhood. So even if you want to say that she should've grown a little, it might not necessarily be true.
I would much rather they just kill her, no need for even more annoying and useless NPCs.
Don't know why we should leave behind good stuff.
