Immediately after launch means day after, maybe , while early September is up to the 10th (11-20th being mid Sept and afterwards late Sept), so that's a 11 day window

They said that they aren't 100% done with cutscenes and VAs.

Who said they won't? They will most likely announce the 7.1 stuff in gamescom but then again it'll probably be info we already know such as new mega dungeon and e.tc.
Hopefully we get to see how it looks like.

Not sure what they would even show at Gamescom. With the schedule of everything, the game is in a weird place to be really showing anything right now. I guess they could briefly talk about 7.1, but that's about the extent of it and there wouldn't be much to say aside from slightly further explaining things they've already discussed in the past. It will probably be talked about a month or so into the expansion, with them probably revealing the next tier at Blizzcon as well as future plans for the expansion.

It was bad wording, I think they meant that the dungeon will be exciting. With that being said, I'm convinced that they'll be doing a large dungeon, especially since they haven't put tier sets for dungeons off the table and I'm sure we'll be seeing those in the expansion.
