Sure it may be "illegal" in some states, but to say quotas aren't enforced is like saying the 16 year old kid at mcdonalds isnt trained to upsell u everything they want u to. Their performance is graded on it. Hell cashiers at walmarts and other stores are graded on their upselling and customer participation of buying their useless insurance plans for electronics. Stop being naive.
Regardless if it's illegal or not, quotas are always being imposed, goals always being pushed to employees. Police arrests and ticket issuing are no different
