There was a catch up mechanic for experience on the beta but not every tester experienced it. I was able to level a couple alts within two zones.

Just do enough to open WQ's on atls and your fine, but clear as much as you can on main.
Truth or atleast stop giving after a certain level. I got exp during the early levels but not at the later levels. Also for catch up mechanics you have the research notes getting faster and faster as we progress through the expansion and the crafting gear doesn't have a limit on how many pieces meaning you can get your alt fully decked in 815 at 110 and jump into hcs.
This is idiotic and makes no sense. Whether blizzard actually said or feels this way, alts increase how long someone stays subbed so it makes no sense for them to gate alts. In fact I've already considered unsubbing at the thought of not being able to fly on my alts after doing everything on my main.
Next time you loot a treasure, then look at your screen. The Nr. 8000 XP comes. It doesn't say in the chat log, but it comes on your screen and if you look at you xp bar, it moves a little

Something must be bugged then, because I get 0 XP from treasures in Legion. I'm only 101, so this was from level 100-101.
Edit: Actually from what I'm reading on the forums regarding this, it appears not all treasures give XP, only some do. It's unclear if this is intended or a bug, can't find a blue comment on it.

They'll change their minds after a while. They always have. I just hope they do so sooner rather than later. I'd actually like to try Legion, but I won't pay for an expansion until they back off. Especially not one that seems determined to gate everything behind a bunch of quests (my least favorite part of the game).
Not after I got burned with Cataclysm. Spend 3 hours wiping in dungeon for nothing but a few JP. Even when I managed to slog through that, they'd pretty much killed casual raiding. Unfortunately, it took them until the very last patch to change their minds. I played maybe three months outta the whole Expansion. Would up costing a lot of money for very little fun.
There's two types of people who are usually opposed to this. People for whom leveling characters is the only thing they do and those who pretty much just have one character. In both cases it's quite clear why they're opposed to it/think it's pointless.
Personally I think it's the most alt unfriendly expansion yet. Heck they even set out to wreck your off specc for no good reason. Coupled with the horrid scaling mechanic they opted for and that permeates the entire game even if it makes zero sense messing up things such as Archaeology a lot of this bodes ill in the long run.
The expansion is still new, the awe and new things still overshadow it's flaws but as the glamour and excitement will start to wane these problems will come more and more into the foreground.

Look up the offical interview with Ion "Watcher" from some weeks ago, and also the fatboss interview with him at gamescom. I think that is where he talks about why they have done as they have done with character progression and why they have not added a catch-up mechanic. I think it was something about rewarding players, who only played 1 character, since they lost the flexibility of having multiple.

Then you are consuming content in an unsual high rate. I stayed up for around 2½ days after Legion launch and i got some good mythic gear and got some high rep, but if Blizzard makes the game suited for extreme players, then it will be overwhelming if you just play 4-6 hours a week xD When you are playing over 5 hours+ a day, then you can only expect to run out of content on a single character.

First of all, they are not gating alts. They are just making it so that there is equality for all your characters. Playing a 2nd character should not be a different experience just because you have a max lvl character already. It reduces the experience you get and makes it a worse experience for players, who just want to replay content with another class. If they made it easier to lvl or grind rep on an alt right after launch, then the lvling experience would quickly be reduced from a complete experience to a quick catch-up, where flow is completely thrown out of the window.
They will proberly add flying in the next patch together with some form of gear catch-up, so you just unsub undtil then If you don't like what blizz are doing, then nobody is forcing you to keep playing, but don't smack down on Blizzard just because they want to make a game which flows well for all characters. You are pretty much asking blizzard to throw out all their hardwork and put the game on easy-mode, since you have already a character in max lvl.
May the lore be great and the stories interesting. A game without a story, is a game without a soul. Value the lore and it will reward you with fun!
Don't let yourself be satisfied with what you expect and what you seem as obvious. Ask for something good, surprising and better. Your own standards ends up being other peoples standard.
