Got it after 40 NL kills and 139 VotW kills.
Artifact level 20, AR 6.
Took 18 hours total. Good luck guys, I know it feels like it's endless but it only takes one lucky drop.

Premade group finder, first I look through Dungeons tab for the specific dungeons, though I only found one party this way. Every other party I joined had it listed under custom. Use keywords Thun, rogue, bind, glider, votw, vow. I also formed my own groups if I didn't find one. The VotW skip is really fast, most people eat through their lockout timer in 30~ mins.
