Thats whatit was 2 weeks ago along with Volcanic, are you sure its bugged? Went Votw +10 and it was 140%/180% on trash.

its either bugged or the tooltip is wrong

tooltip says its supposed to be 20 and 40

and 20 and 40 would make sense seeing that tyr is 20 and 40

as well, since 2 weeks ago fort was 20 and 40, unless it was buffed this patch and the tooltip wasnt changed, id say bug

It's not bugged nor new nor is the tooltip incorrect (and Tyrannical is the same). It is 20/40% multiplicative with the level based increases (so 40/80 at level 10).

100% health (base mythic) + 100% health (keystone increase) = 200% health (level 10) * 120% (1.2) = 240% health
100% damage (base mythic) + 100% damage (keystone increase) = 200% damage (level 10) * 140% (1.4) = 280% damage
