from my travel experience in far east russia /south sibiria, as an outlander u had to put a 100 rubel bill into your passport at the far east police stations to encounter no problems. (this was 10 years ago, so prices might have changed) What i have never seen before is that police station is literally cutting the street every few hundred roadkm, where u get "controlled" by the local officers, its set up like a checkpoint in war zones. End every checkpoint demands its "control".
