The thing with that is that you can't block it. Not all of it. And whatever you can block, it can be circumvented. Easily.
Blocking it at the ISP level is a little trickier, but still isn't significant. It can still be easily bypassed. This is a waste of time and resources for everyone involved.

Sorry but that kind of argument doesn't fly. Are you saying that 15 and 14 year olds aren't experimenting sexually? If they are, they sure as hell need access to some sort of non-judgemental advice they may not be able to get from parents about healthy and safe practices.
Individuals under the age of consent may also be confused about their sexuality and need somewhere they can, again, not be judged but get impartial advice that doesn't make them feel that there is something wrong with them or how they feel.
I don't know the recipe for success, but I know that the recipe for failure is trying to please everyone.

oh cmon, who is going to go visit a porn site and enter their real age? look how many kids got a Facebook account, which is against their ToS if under age. Assuming that this was to work as an idea i.e. no 14yo clicking "I'm 18, i promise, swer on me mum" there's the sheer number of websites that offer porn in one way or another. I'm looking forward to how they plan to actually go through all of them.
This is the problem. The people banning this shit are 10 or 20 years behind the rest of us. Pirate bay and kickass was blocked by ISP's in UK, how many of us has that stopped? Around 10% to 20%? All it takes is a simple google search to find proxies.
It's a sad state of affairs when people making laws on technology don't even understand such technology and are adamant it's witchcraft that makes the magic internet box work.
