There are two ways to stop it, One is to replace their current shitty boats, with good boats - In essence to ship them over, which wont at all trigger a new wave of people rushing to reach Libya.
Or the other, to ship them back, or if they reach Italy, fly them back.
As long as there is a pot of gold at the other end, plenty of people will sign up for a lethal lottery with a, relatively speaking, very low chance of death.

So long as Europe keeps being comparatively successful, it'll remain a pot of gold. Long term, Maghreb (down from Mauritania up to Libya) needs to become a sufficiently desirable place to stay. How we achieve that is through investment. Exactly the same thing northern countries in the EU do with southern ones: divert funds to make them a decent place to stay, live, thrive, buy German cars, and cultivate the skills and education necessary to be productive when and if some of them want to migrate north seeking a better economic standing.
This investment can be partially funding their energetic independence, or any other infrastructure, be it water, schools or internet. And it should seek collaboration in prosecuting smugglers, as well as supporting their actions against global threats like terrorism and crime in the Sahel.

In the meanwhile, we collect them and bring them to safe harbor. What we do with them after they land is go through our byzantine emigration and asylum systems. If you propose we fly them all back, seeking arrangements like the one we have with Turkey, or whatever, that's something we can debate. Though, we'd probably clash on our opinions, but that's beyond the point: it's a measure any sovereign state can take.
What I'm fundamentally opposed to is rhetorically shielding anti-immigration measures as being humanitarian. Turning boats back is not humanitarian in the slightest.
