If you plan on playing on human, go to Moon Guard, you will never leave Goldshire (alive, anyways).
For all the jokes about RP servers and goldshire, RP servers, at least for me, had a way stronger community than most of the norm/pvp servers I've played on. Gave me that sense of vanilla community I craved so much. There are plenty of trolls, sure, but I find RP servers have a high saturation of people who still have a passion for the game.
That said, as hyper mentioned, go Moonguard if you are alliance, go Wymrest Accord if you are horde. I play on both, but I'm mainly MG horde. It's a little dead on our side, but also depends what you're looking for.

I moved to Wyrmrest Accord after getting tired with the PvP/PvE servers I'd played on since Classic, and really feeling like the game had lost a lot of its shine during Warlords. Ended up really seeing the game in a new light, to be honest, when I tried to look at it from the perspective of RP, and found a good RP guild. Now I'm in a small RP guild that also does Heroic raiding one night a week, and that's perfect for me.
I've found a few things, but bear in mind that WrA and MG are the only two RP servers I have experience with: Active RP can be found for both factions on both servers, but WrA has a larger Horde population and MG has a larger Alliance population. I've also found that WrA tends to be a little more anal about sticking closely to lore, and is more likely to bitch and whine when a player makes a character that doesn't abide by what they think of as the "rules" of lore. MG, on the other hand, is a little more welcoming to people who want to play fast and loose with canon.
Those are all generalizations, of course, and you'll find plenty of people of both minds on each server. If it were me, I would look at them based on the faction I want to play- more people means more opportunity for friendships and activities, after all.
MG does, of course, have the infamous Goldshire inn- but it's honestly a very, very small fraction of the RP activity on that server. I've seen advertisements for many neat events on MG- tournaments, festivals, etc., and of course, there are many guilds who run their own storylines and events. WrA is much the same- and trust me, I've stumbled across ERPers there, too. MG Goldshire isn't the only place it happens, it's just infamous for it.

That depends on what sort of RP archetype that you're looking for. For example, of the many realms that I've played on I enjoy Moon Guard the most because of the notoriety, massive population, and variance of RP styles and archetypes. Also, the realm is generally very accepting of nearly anyone.

I also play on Wyrmrest Accord, the factions are pretty balanced pop wise and the RP community is active on either faction.
But it's also the only RP server I've played on.
The proper waifu is a wholesome supplement for one's intrinsic need for belonging and purpose.
I cannot speak for EU, but for US, I enjoy Sisters of Elune and Scarlet Crusade.
Because of Cross-realm joined servers, there is no good RP server, IMO.
Every existing RP server was fubarred with cross realm.
The problem is that RP joined with PVE... oops/
Blizzard would like players to pay to leave the server than make a good home. Likely destination is Proudmore. IMO

What @Daetur said. Moon Guard and Wyrmrest Accord are the bastions for the roleplaying community in the US. Years ago you would've found more, but they've slowly died off/transferred over.
