He's saying that because a quote, taken out of context, could be interpreted to mean that one Democrat thought Obamacare should be passed before it could be reviewed (it wasn't) that it's therefore OK for the Republicans to shove through it's replacement before the government agencies chartered with reviewing bills can do so.
