Leveling research/weapon quetsion

Hey all, just returning to the game after being gone a long while. I had read about alts have the option to leveling either their research or weapon to 25 instantly or something like that. I'm a little confused...

First, is it the weapon or the research you can do that with?

Second, what level does the alt have to be to do that?

(tried posting this in the official "retruning players" forum, but I've been getting errors codes or something when trying to post there the past few days)

Player can research artifact knowledge to level 25-30-35 instatly on alts as long your main researched 30-35-40 for 1000 rescues in total.

If main didnt unlocked 30 than its still be instant to 25 but evry research will cost 500 order hall rescues.

does that kick in at lvl110? Or just any alt with an Artifact weapon?

Sadly 110, would love AK40 at level 98 and looting chests and getting weapon to the old 54 traits fast :P.

Big difference of looting 25 AP vs 1 million from the smallest AP tokens, I ignore chests during leveling.
