Seems like this would hurt Cal more than the states. Say there is some large Police convention or w/e something that an gov agency would have use to be at, in Texas, well, tough luck California cops, you want to make that trip that may help your department? That's going to be on your dime.
Overall, who cares though? Its their state and their funds to do with as they please. Its kind of silly, but really, what effect does this really have on anyone?

1) California is actually rocking right now... especially after the Democrats took over from the disaster that was Governor Schwartzeneger. Now They're registering surpluses in budgets instead of constant pitfalls.
2) You really don't want California to leave the USA, you really REALLY don't! Most of the Tech industry and almost all of the Entertainment industry are contained within that state. What few tech companies Texas has pales in comparison to what the West Coast has.
3) I do not live in California. I'm in the central timezone :P

Sixteen Amazon fulfillment centers with 4 more planned by end of 2017, and two sort centers.
There are right now over 1,800 Aerospace job openings in the LA area alone.
Largest 4 year public university system in the US in the Cal State System. Largest by far when you include the University of California System.
Some of the best Universities, Berkeley, CalTech, UCLA, Stanford, etc.

That's not what state funded implies. State funded means if you have a conference related to your job as a state employee in one of those places, they won't pay for it which is bullshit. "Amg they believe something other than our beliefs so we're not going to support our people doing something there on work related business".

Unfortunately Bugs never study geology. The San Andreas fault zone is a right-lateral strike slip fault. The movement is northwest-southeast orientation. Not east-west. Give it enough time, like a couple hundred million years, LA will become part of Oregon. It is not going to fall into the ocean though.
