This is basically to go after the minority communities. Now they can arrest "suspected" drug dealers and seize their homes whether it's family, friends, or renters living in it. A reason they could give is "We seized these assets because we think they might be used to commit the same crime again". Family, friends, or renters are now on the street and nothing can be done about it. Rinse and repeat.
Actual real conservatives are going to hate this. It's a stiff government intrusion into private lives and confiscation of property even before a trial is something that everyone should oppose. That's police state stuff and is already too widespread.
Sessions has opened a real can of worms here. Worse, he's likely to lose if and when it gets to the Supreme Court. There are some actual small-government let-the-states-decide conservatives there and it's unlikely they're going to go along with this.

In Canada, we've been warned not to carry any cash on us if we're driving through the US, because highway patrols will stop cars with foreign plates, take any cash they can find, then send you on your way. To even challenge it, you have to find out when the court date is (they don't inform you, since you're not being charged with anything), and then travel back to the jurisdiction in question. Almost never worth it.
