You probably refer to the 8700K, which was released today? Availability will depend on what retailers you have available.

"Best" is hard to answer without knowing your requirements and possibly budget.

    Yeah, 8700k! sorry...

Well, i dont want to waste money, i want something good but not overpriced.

My last buy was 1070gtx for example, is something really good and not overpriced like 1080 i guess...

Ryzen 1700 is best price/performance especially since its going to go even lower since intel just released new CPU's. As for a GTX 1080 or 1070. Get a 1080 since you can get some on sale for 450-470 and 1070s are still inflated a lot to almost the same price range of a 1080.

I7-8700k is better for gaming but a higher cost. If you don't care too much about getting the best or something slighly better just get the Ryzen 1700. If you do get a i7-8700k you have to get a z370 motherboard since that's only one that works with it. Im getting a Asus one because I like Asus. Did well for me in the years but everyone has their own opinions and needs.

And the i7-8700k is probably already sold out for what i hear.

what is your current processor and gpu? What kind of monitor do you have? 1440p or 1080p? High refresh rate or ok with 60hz?

1440p and above is GPU bottlenecked in most cases, so something like an ryzen 5 1600 would be more than enough and save you a good $200-250 over going for an 8700k platform.

For most countries, it was never available to begin with.

I am reaaaaally tempted to go in for the kill on the 8700k
I love upgrading my system when viable and it might be a good update for my 1440p build.

Have to look at benchmarks and comparisons first though (or a nice post by a fellow forum member,
    when they get one).
