The problem seems to be that a lot of her Forsaken back in the Undercity don't agree with that idea. Or at the very least her methods. I highly doubt that she would be able to hold a kingdom of fresh undead from Stormwind against the Horde and Alliance if she were to turn on her Allies.

As far as I understood, she already lost control of much of lordaeron and what she seeks is to replace one kingdom with another.

for sylvanas the undead were simply a tool to stay alive.
