Its simple really, if you give a random reward box in game it shouldnt be openable with real money or buyable outside of ingame currency and the currency should not be obtainable via real money. Think of the lockboxes in wow, they can still remain if the token was not real money tradeable so im afraid theyd have to go.
Regulating this will also kill guild wars 2 which built its model on random chance from a box for keys for crystals for real money. Same with neverwinter.
13 year olds cant work and make their own money unless they are an actor (which make lots of money), so all this tells me is they have shitty parents. A good parent wouldnt give their kid credit card numbers, and would protect against purchases by enabling a PIN or password. Its not the game designer's fault
