I don't really like anime. I prefer manga, because it's black and white and I have no patience for the pacing in anime. Plus, manga in English is not terrible, whereas I can't watch anime not in English (for obvious reasons) and people get upset when I want to watch anime in English.

Hell, my HP Omen laptop could output 4k decently and even play Binding of Isaac Afterbirth (sure as shit should be able to) so I wonder if even just 4k OS, etc, is really that tough on the computer...

I would recommend an Amd apu rather than an i3, but mITX is definitely what I would do for myself.
Amd GPUs allegedly handles 23.976 a whole lot better than the competition and while power certainly is a factor, CPU power is not.

AMD APU also helps if you're doing GPU-assisted playback of 720p/1080p content at a 2160p display with better quality upscaling algorithms like Jinc, SuperXBR, Nnedi.
MadVR is the best video renderer for Windows and I'm not really sure what would be the best for Linux or OSX, my guess for Linux is MPV
