Hmm, there haven't been many good Horror films in the 21st century tbh but:
1. 28 Days Later
2. 28 Weeks Later
3. Descent
4. Shutter Island? (More of a psychological thriller but yeah.)
Some "scary" movies that I enjoyed watching that are from this centurt are:
-REC 1, something kind of different from the zombie type of movies. I actually like it becouse it shows some realistic interpetation when you face this kind of situations where you have to handdle somthing completly unknow.
-Mamá, loved how the girls acted.
The only movies that really scared me were: [Rec] (Original, Spanish), Martyrs and Ring (Original, Japanesse)
The tunnel and Grave encounters were decent, Cabin in the woods was good but I don't really consider it a horror as it wasn't scary at all.

I can't think of any off the top of my head, but I believe all the paranormal activity movies were terribly boring.
Ring 1 and Ring 2, I guess. Some people seem to like the Japanese version better and I've yet to see it, but those movies appealed to the type of stuff that scares the shit out of me and I didn't feel they were ruined by dumb actors/dumb characters, or an all-out terrible ending. I thought the first Paranormal Activity had potential but the extremely dumb characters left me cheering for the demon to hurry up and kill them from about halfway through the movie. Insidious was great also until the second half, which was absolutely terribly done.
Another movie that I liked that left me kind of surprised (in a good way) was 'The Pact'. Not terribly well-known or all-out horrifying but a bit different.

I just noticed that you said both... let me let you know that there is a third one that was filmed a couple years ago. If you are going to see it dont expect anything scary. Im not saying REC 3 is bad, I actually enjoyed that film, It´s just you wont see the scary part that made the two first films special. REC 3 is more of semi-comedy-horror film with some good spanish actors but its far away as good as REC 1 and REC 2.
Also, it would explain some minor things about the lore of REC but apart from that you wont loose anything if you dont see it but youll have a fun time watching it.
Recent horror movies?
I enjoyed the Evil Dead remake, the first Saw wasn't bad. Pandorum was fun too. Oh Cabin in the Woods and Grindhouse were awesome; I don't think they really fit the genre, but since people have mentioned them here I will give them another thumbs up.
Ugh, thank you. A film about guys rattling things off camera while people on camera pretended to be scared. Whoo hoo. Honestly the scariest horror flick I've seen is the original Haunting. Even for being black and white, and very dated, this clip is why it scared me;
About 2min 45sec, the door, solid wood, starts bending out like its rubber. Ugh, and the scene where she feels someone squeezing her hand trying to break it. This movies still freaks me out.
VHS. Holy shit it gets intense sometimes.
28 Days Later stand out above all others for me.
The exorsism of Emily Rose had some warped scenes. Drag me to Hell was a awesome movie imo, but not really that scary.
It seems like found fottage movies usually is the eeriest ones. Blair Witch Project (1999, almost made the cut) is probably my favorite Scary Movie. Rec and Paranormal activity some of the better in that genre.
Should inspire indie movie makers that some of the most succesfull scary movies is made on low budget, with amateur actors and probably could be recorded on a decent mobile phone.
