Low FPS, Looking for some help.

Hey guys, I was just wondering If I could get any insight as to what might be the problem that is plaguing me. Right now GW2 runs at 20~30 fps no matter what settings I change it to, high performance to best appearance. I have all the latest drivers updated and my computer should be more than enough to handle the game, but yet I lag.

CPU: Intel i7-2600k 3.4ghz
OS: Windows 7
RAM: 16GB 1600mhz
GPU: Radeon 7970

Just wondering if you guys have any this experience before and would be willing to help me out, thanks a lot.
