She's right. Problems on the scale of global warming are difficult for democracies to address. You need some degree of central planning.
Note no one said authoritarian rule is a good thing on the whole, but it has its strong points.

Makes me think of the tabletop RPG GURPS, and its setting Infinite Worlds. One of the worlds described is a 'Hell Parallel' known as Lenin-2, a world where the majority of the nations underwent socialist revolutions and become communist states. They proceeded to start destroying the biosphere with unchecked industry, and nuclear war over the dwindling resources with a few non-socialist states(ironically, China is one of these)has pretty much sealed its doom to choke to death on its own filth.
