Perhaps the team expansion happened to other teams, to allow them to be more productive and to allow each team to focus on specific things?

Indeed. Most people just unsub for 6-12 months prior to the next expac. It's a standard routine that has happened since the end of Vanilla.
Some people just like feeling important and getting on a soap box.

Rumors sagest WoD will be pushed back into 2015.
There is Tweets About it and there was hints that it even Open beta Testing wouldn't be out till Early 2015. Something They changed with Garrisons has Went horribly wrong and now they cant provide any information on Why WoD is Taking so long.
My guess is something in Internal testing Broke to such a Exstent they cant fix it and now Blizzard is back into a corner and has no way out do they are showing us a bunch a Flashy Bull crap to Think they are making progress when they actually are not.
I dont Expect WoD to be Live entell Maybe March of 2015 with what some of the posts iv seen on mmo Champion tweets going on form CMs and Devs looks like the main DEV team for wow is in Dis may and cant provide anything concrete to keep there player base paying for they game.
They Need to Provide a Good explanation on why its sill in Internal Testing is diffidently in order Blizzard owes us this much at lease and i will not buy the Expansion entell one is given i only see quality of life changes and one new features so why in the heck is it still in internal testing.
I just dont see playing Soo for 2 years the game will die if they dont release another filler raid or Give us a reason why Beta testing is not in the works for WoD. This Valor Patch is pointless and really dont make the raid anymore fun then it already is its boring and stale and i just payed for 2 more months if i dont see any News by July 25th im not re subbing and i wont buy WoD
Well, you can only say SoO is the longest when it beats ICC. Until then, it's not. It will probably be longer, but it still isn't.
And, if you don't like the content gap, simply unsub. Blizzard can't force people into paying for a game they'r not liking anymore. And you can't mandate when they'll release the next exp. They know it's taking too long, they know they'll lose money because of this (they should, at least :P)
Do like me, play another game while waiting for the next expansion!

Wait, a Blizzard project is going to be released "when ready?" When did that start happening?
Also, if there wasn't a subscription, no one would bat an eye. Starcraft/Diablo expansions both took years, but no one cared. Perhaps people forget that they can unsubscribe and take a break to enjoy the summer weather.
And only with Blizz can hiring new staff to improve the experience can be turned into a bad thing.
