I'm not sure, some people just have a thing when it comes to nudity, for whatever reason. That said, isn't it rated M? Whatever that Dad has going on in his head, it doesn't make much sense, that's for sure.

It's a cultural thing. Violence is considered more acceptable than sexuality.
Most people are desensitized to violence in most video games, usually the blood/gore/ugliness is heavily toned town and overall violence is more socially accepted as ok. Language really isn't a big deal for most as well, my parents swore all the time around me as a kid, I still learned to not use those words in certain circumstances.
Nudity is a whole different beast, it is uncomfortable for a lot of people, and it isn't as easy to tone down. Some people would say the comfort issues is just us being sexually repressed, but that's just the way things are.
I'd bet a lot of parents would take a similar stance as that kids'. My parents were very similar, I could watch/play just about everything as long as there wasn't any sexually explicit content.

From a German's perspective, I think the problem is more that US culture never gained the ability to distinguish between nudity and sexuality... perhaps they even mistake one for the other.
Prominent examples: Women are not allowed to go topless, yet wet-t-shirt contests are legal, because there's a see-through piece of clothing in the way. [Seriously, whut?!] Several schools and companies regularly try to forbid girls/women from wearing revealing clothes, because those show skin and skin means sex. Breastfeeding in public is still partially shunned, because nipples this most natural usage of breasts in existance is, for some reason, considered sexual aswell.
At least here in Germany we consider the context first for these types of things. Was it meant to be sexual or does it just make sense that these people don't wear clothes when they step out of the shower?
Not that I agree, but for many people it's not about what their child can handle or should be exposed to, it's what's appropriate in public. We show war and devastation on the news, but we don't show porn.
Swearing, blood, violence and drugs have a completely different sort of stigma attached, in that they're horrible problems that (sometimes) needs to be faced, while sex/nudity is positive/pure in the right setting. Sex and violence are two very different things, and it's incredibly fallacious to say that you can't accept one without accepting the other.
It's not that they're against boobs, or think that boobs are dangerous(lol?), it's that sex/nudity is, to some people, something beautiful and intimate that you share with someone you care for, and not something to be muddled, twisted or trivialized by media.
But I agree with Voij, America a.i. has a very distorted view on what constitutes sexuality. For example, most TV stations will censor naked breasts, but if there's a 1x1cm piece of tape over the nipple, suddenly it's alright.
