With the US legislation, no he is not at least not at his age which is mentioned as 'young boy'.

But soon after Mr Xi secured a third term, Apple released a new version of the feature in China, limiting its scope. Now Chinese users of iPhones and other Apple devices are restricted to a 10-minute window when receiving files from people who are not listed as a contact. After 10 minutes, users can only receive files from contacts.
Apple did not explain why the update was first introduced in China, but over the years, the tech giant has been criticised for appeasing Beijing.
So the kids is 4 and a half, so basically old enough to remember exactly what would happen, get the psychologist on stand by for that one I'd say. Given there is no hint of religion in this one I find it really weird the father wants his kid to get circumcised so badly especially with how old the kid is.
Can't a believe a court mandated a mother to let the father put their small child through cosmetic surgery..

Well, there are a lot of different questions here.
1. Do I support circumcisions? No.
2. Who should decide, generically speaking? It should have to be a joint decision with the agreement of both parents, if they are together. If they are not together it becomes much more tricky. I would still say it should need a consensus, but I wouldn't be completely opposed to the idea that if they can't agree then it is the parent with custody who is the legal decision-maker, since that is true pretty much everywhere else in the child's life.
3. Now that said, in this particular case the mother signed a court-approved document giving the father the right to circumcise her son and simply changed her mind. My reaction to that is too bad. It's now legally the father's decision because you signed a document saying exactly that, which was approved by a judge.
4. Unlike most cases, the boy is now old enough to have an opinion. So morally, let him decide. There's no necessity one way or another, so his desires should matter since he is old enough to express them.
