Is this presenter racist?

I think the comment was racist, her co-presenter even gave her a weird look. I have no idea why she changed her tone and body language when she said "good on her" referring to the white twin's privileged features.

I think she was trying to make a joke about her also being fair skinned but it went way wrong. I do like the twins being different skin toned in such a radical way though. It seems unique.
