It is sad to watch people snipe at "political opponents". Be an American and support things that work, obviously raising taxes doesn't work.
The Tax Reform Act of 1986 was passed by a Democrat congress and a Republican president.
Some of the laws major achievements were:
The reduction of the top marginal individual income tax rate from 50 percent to 28 percent
A reduction of the corporate income tax rate from 46 percent to 34 percent
Reducing the total number of income brackets from 14 to 2
While Reagan achieved a significant victory with his reforms, they did not far outlive his presidency. Starting with President H.W. Bush, the top marginal tax rate was raised from 28 percent to 31 percent. President Clinton took it a step further raising the top rate to 39.6 percent. After a brief stint at 35 percent under President George W. Bush, President Obama returned the rate to 39.6 percent.
So you see they worked for awhile until the liberal progressives, Bush, Clinton, Bush and Obama got ahold of them. Then they turned to shit. Don't be mad poor liberal socialists, the Republicans running for office are liberal progressives also, except maybe Trump. He's just crazy. But maybe he's crazy like a fox...
If I were advocating a plan, it would be a pretty encompassing endeavor. I would start by ending the war on drugs. I would encourage measures that take people out of the workforce for positive reasons (child-rearing, furthering education, community service, etc). I would scale back the defense budget and domestic law enforcement to help pay for these initiatives.
I think the conservative approach moving forward needs to be growth through freedom and the ability to make economic decisions. We need to realize that the traditional economic markets that have evolved over the last 200+ years are not responding with an appropriate level of alarm to the disappearance of millions of jobs, or the lack of several billion jobs worldwide.
I'm not sure this is a conservative's plan, but it's a plan from a conservative-leaning libertarian.

If the tax is like 39% then how do people like Romney get away with only paying around 14%?

Sir Robin, the Not-Quite-So-Brave-As-Sir-Lancelot.
Who had nearly fought the Dragon of Angnor.
Who had almost stood up to the vicious Chicken of Bristol.
And who had personally wet himself, at the Battle of Badon Hill.
This has really just become a thread to shit on conservatives.
Party bashing isn't tolerated here no matter what party you ascribe to. Closing.
