What's to discuss? Previously limiting players to 2 specs at a time was dumb.
Finally. Ridiculously irritating to have to go re-spec and maintain UI profiles, etc for those one or two encounters or PvP or whatever. The end.
Well does nobody else really think its weird that changing how your spec works is harder than changing entire specs?
In this incarnation its easier to swap specs for aoe intensive fights than it is to swap a talent, so blizzards philosophy of allowing each spec to perform equal in each niche but make it depend on talents is completely moot..
Since when is clicking a button or two to switch talents considered hard to do?
At last Blizzard listened to logic and stopped the old "Having all specs available to you would destroy the fantasy of the class blah blah blah"
And don't know about you but i'm changing talents on per-fight basis. And I believe most of us do. Dunno why you would change to another spec but not switch some talents.

I like this new change. Not really much else to add.
I see no reason to dislike it.
The downside of this is that you probably won't be able to have twice the same spec come Legion.
Been asking for this change for ages. And finally they have listened to me. But too late as always. WOD was way too bad and there will be nothing interesting for me in Legion. This change should have been done back in Cata.
I don't care about Wow 11.0, if it's not solo-MMO. No half-measures - just perfect xpack.

On the fly spec swap should have happened 4 expansions ago. It was boring chore-work for literally no gameplay benefit. If people wanted to access their spec for a valid reason, they would go through the motions and do it, regardless of the annoyance. It wasn't a deterrant, it was just fucking annoying. It wasn't easier or harder; it was just time consuming.
You are making the classical mistake of confusing difficulty with time-constraining.

I support the idea of having access to each and every available spec on classes, however, there is only one downside that I can foresee, and that is: alts. For example, having two warriors now would be nearly useless, since only one can do just about everything. If I had a Fury/Protection warrior and needed to roll a new and refreshing alt with somebody, then an Arms warrior could have been an applicable choice.
Other than that, seems fine. I'm excited.

No, they stepped away from logic by letting people have all specs. It's idiotic to think that I can be a survival hunter, stabbing and commanding pets, to going beast mastery and suddenly I can command better pets and then boom, marksman and suddenly I'm as good of an archer as Sylvanas but now my pets hate me? WTF that's just...

Will everyone having all specs, and the stats changing on gear when you change specs, this means that if your main tank doesn't show up for raid, you easily have 6 more who will have to switch specs. Same with healers. No excuses ever again for lack of tanks or heals!
