WoD's raids were some of the best we've ever seen. And since most people equate raiding to content, I don't see how you can make that argument. That's why I mentioned ToGC as it was the one time Blizzard half-assed a raid tier while working on ICC. And as a result, it was almost universally disliked by players.
There's ample reason to argue that the sheer lack of things to do outside of raiding in WoD was an issue -- I'd agree with that. But that's something being changed in Legion so it remains to be seen whether that pans out.
