Cho'gall, he was quickly killed off twice and it was upsetting.
Garrosh, best warchief we ever had. He also did nothing wrong.
Mankrik's Wife, obviously.
Vol'jin so he can live in shame rather than just be dead in shame.
Or maybe Thralls dignity. Yeah, i would rather ressurect thralls dignity.

Vol'jin. He never got the chance to do anything as Warchief but fail and die.
Broxigar would be great, though only for those that read the books.
Personally, I wish we could bring back the Titans. Norgannon for the win.
Malygos would also be a personal choice. He was misguided but well intentioned. I'm sad he got death instead of redemption.
TBC had shite lore, I would bring back Kael'Thas and Lady Vashj
Varian. He was just starting to act like an honorable king once MoP ended
Garrosh. So we could have a great Warchief again.
Honestly, the whole franchise needs a reboot. Same characters, same origins, different story route.
I would keep Kael'thas as the beloved prince, for example, and Lor'themar is the badass face figure of the military.
Garrosh would be an anti hero. Illidan would be an actual villain.
The Prestors would be recurring villains with a lot of visible influence. Azshara as well, only I would portray her as less powerful as she supposedly is.
Arthas is probably the one I won't change much.

I was going to say Malygos as well. I was really excited to see him in-game, having read the War of the Ancients, and then we just killed him in a one-room raid. Very unfulfilling.
Horde: Saurfang's son. I know we all got tired of hearing "We named him Dra'nosh. It means..." after a year, but the speech was really well-written and I felt terrible for Varok.
Alliance: I don't play much Ally, so I'll say... Rhonin.
