Quite surprising, isn't ToS supposed to be mainly single target encounters? I know it's early days but look at this https://www.warcraftlogs.com/statistics/13

It is only HC. Wait until people get T20 + trinkets, and top players start to public their logs. Fire will fall behind then
Not enough logs.
wait 2 more weeks for real accurate rankings.
I did 6 bosses on normal yesterday, and yes, it's normal, but the fights are very fire friendly. Lots of movement and things you are obligated to do on most fights, not a lot of standing still makes frost a bit harder to play, but it will shine for sure in a few weeks. People will get gear, adds will die faster, making tactics easier and giving more opportunity to stand and cast and then in my opinion is when frost will start to shine. Not even considering how good T20 for frost is.
FWIW as far as ranged DPS goes, Frost is also a pretty mobile spec. The main difference this time is that there are more fights where AoE is important - not just because the adds are beefy (e.g. Mistress, Harjatan, Host, and KJ) and you can get big ignites rolling, but because add damage isn't just padding this time. The majority of adds need to die ASAP or they'll overwhelm your raid. In NH you could cheese Skorp/Tich adds and Aluriel was the only real AoE fight. In Mythic, Inquisition also becomes a semi-AoE fight so Fire will shine even more.
The only thing that counts is Mythic. Until that is available, don't put too much stock in the data.
For Heroic and lower, you can play any spec you like and do well enough. Fun should be more important than min-maxing at that level (but of course some people find min-maxing fun, which is totally okay).

Full mythic raiders going HC and kill the bosses in 2-4 min. thats were burst classes can shine and fire got short cds so its easy to stay on top but let the 6-15 min. mythic fights start and mage will hit rock bottom again.
Average players cannot determine which spec is the best though. The topic is literally saying the "top spec".
I'm honestly not sure what I'm saying. I just noticed there is a lot of movement (and I'm talking about normal, it can only be worse going up) and fire is much better for heavy movement fights, also bearing in mind that most fights have ads, the head leggo shines. I might be wrong, I'm a bit inexperienced when it comes to frost, so someone who is really good with it could prove me wrong, but I really have a feeling that the fights are really good for fire this time around. For the Sisters of the Moon (for example) fight the waist leggo is probably the best one in the game allowing you to skip everything, while in frost I have a feeling you would lose a lot because the tactics require movement.
Explained much better than I did.
EDIT: I just saw that frost tops the charts on mage Sisters fight, so this one is on me not playing frost enough.

Need to wait on more parses and tier, but fire is definitely performing better than expected so far. "Bursty" reasoning is not real, imho, doesn't make sense except on a very conceptual level where you don't account for frost having the same timeframes, same gear levels, and an equivalent beginning of the rotation burst, along with double hero and short cds. Frost will scale well(and fire scales poorly) and end up being top spec I believe. Mythic may be a whole other story.
Fire will be just as good or better on certain fights due to periods of add spawns and multi target. Very little pure single target. Although frost will probably still be better overall due to T20 and being friendly towards the harder bosses like Maiden and KJ. But the gap won't be like it was in NH that's for certain. Im more concerned about where mage will be as a whole once everyone gets their T20. Locks and SP are already looking pretty obscene, not even counting meele.
I don't really agree that fire is more mobile. Frost can bank some charges of bf or fof, fire has some instant casts and a proc but they have to be used at specific times and unless you have belt I would do my best to never scorch. I would say they are equal mobility minus fire having belt and under 35% on a target.
Right now I'm frost main spec and deciding on my second spec as I just came back to the game one week ago. Got concordance from under 35 in a week so at least that won't be a problem. Now it's just a matter of seeing which is truly a better second spec. Arcane is showing some good numbers as well. I think this may be a two spec tier. Right now it looks like fire and frost are the way to go but arcane is definitely viable. We'll have to see in a week with tier what it looks like.
