depends on your play style... some spam FoL some use HL. and which one you use depends on your gear.

if op is not trolling: holy palas are using HL much enough to save the tank from Festergut/Putricide/Gormok/<randomboss> 40-44k melee hits. flash is just can't contend with HL for such fight.
yes, you should avoid using HL as hell, otherwise you'll go OOM (unless your raid is overgearing the boss). but you will be forced to use HL for like 50-70% of each encounter.
