Shield of the Righteous/Holy Shield Cata Suggestions

I just figured it'd be nice to get some ideas on how to wrangle this problem into position.

My own suggestion: Bring back Holy Shield Charges, each charge is good for one block, and you get 15% block as long as you have at least one charge, when you cast holy shield, you get four charges per stack of Holy Power, for a total of twelve.

When you use Shield of the Righteous, it consumes up to 3 charges of Holy Shield, for each charge consumed, it does ____ damage, and generates 1 holy power.

This way, it's ideal to finish every Holy Shield cycle with a Shield of the Righteous, which recharges you for another Holy Shield cycle, or for a quick heal if you need it.
