They added new graphical enhancements. Running at 'ultra' settings will be much more taxing on your graphics card now.
Or your game is still streaming content, which decreases your FPS (by a lot).
it's actually the opposite for me, even though my graphics look slightly better i actually get a little more fps than pre-4.0
it's mostly due to the fact that texture resolution takes up less of my performance even though i have it on maximum. i used to have everything but particle density, projected textures(i think that's what its called) and view distance set to the lowest setting.
i have more freedom to tweak my graphical settings without hurting my performance. i like it
I had a similiar issues last night, try turning off out of date addons.
I first logged on with out of date addons off and my fps was same as always.. Logged off and turned on load out of date addons and my FPS went from 60-70 to 7-8.
Cheers guys i have always ran wow on ultra settings but it seems only to happen when i attack something ( on the odd occasion ) and then stay like that until i log off
try to update your addons /deactivate old addons

first read, than post, bad Artsche!
I only had occasional framerate stutter since the patch. Game will run at Ultra details when I'm standing still. Then when I start moving, the game stutters off and on. I think it's the long-range textures popping up and caching that's causing it. When I changed the view distance to Ultra, the game is trying to load the graphics on Ultra details for stuff that's farther away and it's putting more of a load on the GPU.
I lowered the "shadows" and "ground clutter" details and kept everything else on Ultra and it runs smooth now without any stutter.

They added water, woo!. I run it at max with the exact same FPS as I had before the patch, the issue is due to the sheer size of the patch and the amount of players that logged in because of it. I have NEVER had lower then 80 FPS, when I logged in into Orgimmar on Area 52 my FPS dropped to 5, and then quickly went back up to around 65 leaving Orgimmar and going to a town like Silvermoon City instantly restored my performance. Something about thousands of players in a single area doesn't mix well for most people.
PS: Core i7 980x, 6GB DDR3 2000mhz, 3 x EVGA 5870, ASUS Rampage III Extreme, OS / Game SSD's (256GB Corsair Models x 2). As you can see there is no reason for me not to be running at the maximum settings with my capped FPS of 120 which is what I do all the time. Patches have always killed my FPS for a day while a lot of people are present in one area.
The graphical changes are minor, in addition I'm not sure everyone noticed but the Game sets your Graphical Details to the recommended / highest (I'm assuming it's highest, but some people say it's recommended) settings on your first connect after the patch. If you could not use these settings before the patch, you cannot use these settings after the patch.

gratz, you found an occasion to post you comp specs, but nobody cares.
also dont forget that it's patch day, which means ALOT of stress on the servers, which tend to bug the fuck out because of this. I always have fucking SKY high latency and rock bottom FPS for like a week after the patch. Also get used to the 'no aditional instances can be launched blahblah'
EDIT:
tbh mate I'll continue to spend money on wow, hell I just got a new computer for £1500 solely becuase I wanted to play cata in style, and I wont feel bad about not feeding starving orphans, or paying teachers salaries, and do you know why? because im a bastard..... but also because of wankers like premier league footballers, who get paid millions of pound to play FOOTBALL, or bankers who run us into a recession, then give them selves multi-billion pound bonus' for doing such a great job. So the moment those fuckers take a paycut and start giving money to good cause, then and ONLY THEN will I start to feel bad about spending money I WORKED HARD FOR on something that gives me a bit of pleasure in my life.

Turn off "Load out of date addons" on your character screen, that worked for me.
I found that running a few out of date addons (ironically Gearscore was the main one) caused my framerate to dip drastically: ~15 fps. I turned them off and my frame rate rose to new highs: ~100 fps
I'm a happy durid.
after u run WoW several times and cache some of the content, the game will be smoother
