Lol, that's part of the reason i enjoy him, I love the dots mainly.

I guess you'll love the change to Liandri's that removes the nerf to AOE/DoT's Liandri ticks. (100% for any spell)

If you want DoTs, play Cassiopeia, Singed or Space-AIDS-man(aka Malzahar). Or if you want your enemies to see their death coming for seconds but have no way of stopping it, go AP Zilean. That feeling when you have a bomb ticking above your head and you know nothing can save you... soul crushing.
Just whatever you do, don't play Teemo. I know it's tempting, but don't succumb to the Dark Side. Druglord Teemo will corrupt you and then you can never escape his grasp.

You guys should hear TheOddOnes story about how lee sin takes down the Teemo evil druglord cartel.

Seriously though it would be a perfect skin. His blowdart gun would be a heroin shot, R is self-explanatory, when he pops his W he snorts coke or meth to start running really fast.
