It looks like something he made himself, shouldn't be too hard if you did it yourself i think.

Oh god, i only read he title, sorry. But what | said is probably right. He is using a bottombar panel too, probably SunnArt or Btex.
His minimap is SexyMap v

Unit frames: Pitbull or Shadowed Unit Frames, Grid for raid frames
Flashing icons and effects: PowerAuras

Skinner is the black bar at the bottom. It also totally re-skins everything from your bags to your character screen to the dungeon journal. Anything you can open can be re-skinned with that addon.
