Come on stop asking for these. First, the only good thing about lvl 60 pvp was open pvp. The playstyle was 1 shot pvp even more than now and the reward system was ALL about the time you did invest in the game. And Blizzard will NEVER do such a server, because it would question all the design and balance they did since TBC.
The 39 and 49 Twink Brackets only have classic gear and battlegrounds and are quit fun. You could try these. As far, as i know there are some lvl 60 pvp private servers. Google is your friend.

You can twink a lvl 60 and run the old instances and PvP. The new feature to stop experience gain counts PvE too though I am sure you just wanted the old ranks back which weren't that fun, I should know... I played 24/7 to get my high ranking title on my rogue.

What makes it the 'good ol' days are memories...

The game has progressed since then, live the old vanilla WoW from memories, not from wanting to be lvl60 again. That would just suck big time.
