Subsidiarity means that the State should not interfere in achieving a goal where local means or the individuals can achieve that goal. However, if the individual cannot achieve that goal, then the State has to intervene and assist. If that goal is for the common good, of course. As an example, it is a moral obligation to help the poor. One can help the poor individually, but since it is not sufficient to achieve that goal, we have charitable organizations. However, even them are unable to do so. So the State has a moral obligation to lend assistance : by regulating working conditions and salaries, by helping the unemployed while they seek a new job, by helping them to get healthcare if they are unable to pay a doctor, etc. That is not marxism nor even socialism, since private initiatives still exist.
That's why calling Obama a dictator or a communist just because he wants to establish a form of public healthcare system makes me laugh. It falls directly in line with the principle of subsidiarity.
