There is limited vertical progression. One of the key aspects of the Guild Wars SERIES is that it is pick-n-play friendly with horizontal progression being a cornerstone of the series.

Desiring otherwise is a desire for a different type of game than the Guild Wars franchise has offered over 5 games.

More ability to create the top-end gear is coming with the next major content update, but like Fencers said, the gear ceiling remains intact. And for most of us who play this game, I think I can speak securely in stating 'what a good thing that is'.
