Yes, it's a BiS list. Yes, I could have simply posted in one of the others floating around. However, I wanted to provide a bit of commentary and discuss why second place got second place instead of just throwing up a bunch of links. So sue me.

As an aside, putting this together was actually pretty rough. It's entirely possible that I may have missed something. Feel free to correct me.

Notes:
Helm/Shoulders - Tier goes here. There is no 277 Haste/MP5 option for either of them and the 2p is something you want to pick up. They are the best choices. A post I made explaining the general reasoning behind skipping 4p can be found here. It shows the impraticality of 4p ever being useful to a raid. Another post, explaining the math behind why 4p is actually a net loss overall can be found here.
Neck - Choker of Filthy Diamonds is second. Despite having better itemization, it's lower ilevel loses out. The comparison between it and the BiS is 26 MP5 vs 10 Int and 65 Crit. MP5 is better than Crit, but not that much better.
Cloak - Jaina's Radiance takes second place for having the exact same stats but just 5 ilevels less (and also a worse gem slot color). Heartsick Mender's Cape comes in third, screwed by its ilevel despite proper itemization.
Chest - Rot-Resistant Breastplate is a close second for having 16 more Haste, but I don't think that quite makes up for its Haste/Crit itemization (it does, however, look much much much much better). Sanctified Lightsworn Tunic is not terrible, but is definitely third.
Wrist - Bloodsunder's Bracers have the exact same stats and only get second place for being mail instead of plate. Take whichever drops first.
Gloves - There really is no second place here. Fallen Lord's Handguards are our plate option but they have Crit and less Haste than the BiS. Pass.
Belt - Another easy choice. Nothing even close enough to bear mentioning.
Legs - Legs are really tricky. There's like four different options that are all pretty much on par with each other. The end result is probably something like Leggings of Woven Death, Legguards of Concealed Hatred, Lightning-Infused Leggings and Puresteel Legplates in that order. Number 1 and Number 2 are very very close to each other while 3 and 4 are categorically worse than the crafted cloth legs for having less Haste and more Crit. The difference is not gigantic though and you may decide to opt for appearance over function (though they all look pretty bad). The only way you can really go wrong here is if you pick up Tier or anything 277. lol
Boots - Shuffling Shoes and Earthsoul Boots are not far behind, but fall short in the Haste category.
Trinkets - Turns out that Sliver of Pure Ice does indeed have a 2 min CD, making it freaking terrible. Way to go Blizzard. I love using a year old libram and a 9 month old trinket. Thanks. =/
Shield - Yet again, the 264 Haste/MP5 doesn't quite make the cut. Lost Pavise of the Blue Flight has a worse gem color and significantly less Int and Haste.
Ring, Weapon, Libram - All of these are painfully obvious and have no competition whatsoever. If someone wants to start up a discussion about Val'anyr vs Trauma, I'll chime in. But it seems to have been pretty much settled that Trauma is not really a Pally weapon. I wouldn't be surprised to see an awesome 277 drop off LK though.
As I actually put time into this, it is apparent that I'm going to be wearing a lot more Crit than I had expected. There are a lot of examples (Neck, Back, Wrist) where the highest ilevel Haste/MP5 is 264 and there is a 277 Haste/Crit alternative. And it looks like the higher ilevel wins out in most situations.
In the end though, I'm pretty pleased with what Blizzard has given us. Outside of the fact that we're dipping heavily into non-plate armor types, the end result is very well rounded stat-wise.
