you don't get a high elf if two blood elves have a baby, you get a blood elf.
They are a race and not a faction or whatever you would call it. So, it would appear that the Void has altered their DNA, so any children should follow the new DNA.
Void elves are going to be the new worgen. Their leader will show up from time to time and annoy everyone, but the rest of them will be random quest NPCs that you won't notice, with no rhyme or reason for existing any longer.
they didnt breed them into existence. so they dont need to breed a new generation.
plus i think most of them would be against forcing the void onto there children rather then making a choice like they did.

actually you do. blood elves and high elves are more culturally different. rather then genetically
english + irish = human baby
Do Void Elves need to birth other Void Elves? Their numbers would come from other Blood/High Elves choosing to follow their path. It was how they came to be, and it's likely how they would continue to thrive.

Blood and high elves are politically split.
They are not 2 different elven races.
If 2 high elves make a child, its a thalassian elf.
If 2 blood elves make a child, its a thalassian elf.
If a blood elf and a high elf decide to have children, again, its just another thalassian elf.
