no. It looks like its an advance of our 2020 refunds, where its taken directly out of how much refunds we would normally get. So If you normally get a 3k refund, in 2020 you'll only get 1800.
To me, that looks like I'll need ot pay it back because I only got 24$ in refund this year, and likely wont get any mroe than that next year. Unless Im not understanding how this works, which is possible.

Apparently, the bill has extra help for farmers. Specifically, there's a kind of Ag Dept "slush fund" called the Commodity Credit Corp, set up during the stock market crash of last month the Great Depression. Trump's been using it for his socialist bailout of farmers due to the trade war with China he started. This bill adds to it, but does not specify that the money has to go to those farmers impacted by the coronavirus. That amount is +$14 billion.
That's in addition to the +$9.5 billion for farmers being hurt by the coronavirus. So the "oh, but clearly the $14 billion was for the coronavirus victims" is pretty demonstrably false. It's actually there because Phase One is effectively dead.

However knowing Republicans they'll exploit some loophole where Trump can give Company X $100 billion and they turn around an donate a bunch of money to his campaign. It's not a Congressional Oversight committee, but an independent inspector general, specifically for that fund. And as Schumer said, nepotism rules are in place so no Administration person or Congress critter can direct funds to, say, his own hotels or golf clubs. Neither can his children, his spouse, his in-laws, or his childrens' in-laws.
As someone earlier in the thread said, we'll see how much oversight (and how much they can actually stop) will be possible. Especially since the fund is at the Treasury under Mnuchin's dirty paws.
By the time this goes to court, the courts will be under lockdown to prevent further infection.
