Theres examples of good rng and bad rng though.
Poison bomb is bad rng - oh you get the perfect proc when mobs come out and you have vendetta up? >90% log. Oh it procs after the adds are dead? 80> log.
RtB is bad rng - Oh you get the perfect roll on pull? Nice log again. Oh you get the perfect roll after the boss is already dead and we're clearing trash? too bad.
right - this is what i meant by the dps variance. There are ways to make things less punishing while still interesting. They just don't make the effort because they're afraid to change things during the expansion. It didn't help that artifact power was a thing and it took a significant time investment to farm up an alternate weapon until 2/3 through legion.
They have reworked/major overhauled classes before mid expansion, They did it in legion with shadow priest and constant surrender to madness fuckery.
When can you expect changes? They rush through alpha/beta with minimal work on classes unless theres such public outcry they give a few specs some love. They seem to give rogue the least amount of time possible because we are somewhat stable/unique with the solid energy system meanwhile warlocks get a 6th rework.
Go sub, the bfa version has only one rng component outside crit and gear drops.
It is Shadow Technique procs and that is predictable rng with very good weakauras available.

Having mixed feelings about Shuriken Tornado.
It looks bland and uninspired, I think Blizz should go back to the drawing board with this talent. Also, I noticed Sin is getting the talent from the Legendary cloak. It would've made more sense if Sub got it instead since Sin is mainly about multi dotting everything and Sub is about upfront damage.
The cape is definatly a good/viable legendary but only with the legendary shoulders in m+ for the guaranteed crit
You dont spam fan of knives, you open with it once and let it build up and follow up with DFA and they are normally dead or near dying.
It also doesnt need to be at max stacks because yeah often you're not gonna have time. Also it kinda sucks if you have a tank that doesnt allow for restealths because of their pulling techique but I digress.
I run it with an aoe set up and switch to ST set up with the bracers/shoulder for bosses with teh wow macros
i always ran back+shoulder for aoe trashes and never had problem.
even tried with another mythic geared rogue on my server that use shoulder+bracer and did same total damage at the end of m+ on non-tiranny week. considering that i have like 5 less IL and im not used to shoulders on bosses, so improvising vanish combo, im pretty sure that both setup are fine

RTB is good RNG in concept just bad RNG In execution
you could tune the rolls to be very closely balanced together and not have any outliers (mainly remove 5 roll and true bearing to start with)
what? it's great for AOE
unless you literally have no downtime on shurriken storm it's gonna have a pretty good benefit.
in m+ it recharges between packs
and in raids there are almost no bosses where you have no downtime on AOE, most of them are periodic bursts.
the only recent exception I can think of is the desolate host.
