The guy was pledged allegiance to ISIS before the attack, now it seems pretty obvious that he wasn't an ISIS member himself but obviously their ideology is what influenced him to do this. Nothing originating from the US.

As he never left the US, there must absolutely be a problem that there are not enough factors motivating people against homophobia within the US to outweigh a fairly weak foreign power from indoctrinating their citizens into hate crimes.
