Well, I think it's hard to reach agreements on international political issues when the other leaders don't respect the president. Obama may not have reached all his goals, but it's better to do nothing than the terrible things. "A good compromise leaves everyone unhappy" might be true, but at least it doesn't leave one side happy, and the other side devastated. Sometimes, the compromise must be as good as it gets for a while, until more people are ready to refine it into something better.

I don't know, he has big plans. Not like Bush planned to go to war when he entered office; stuff still can happen on top of his current plans. Leave trade agreements, leave NATO, the most inefficient project you could think off, ban certain demographics (against constitution), limit freedom of press (against constitution), glass the ME, "revisit" the gay marriage decision. Quite some plans.

So? I am no fan of people in congress either, they are part of the problem. Obama should be leading and inspire them though, instead of causes division and hate. Yeah I would rate Obama as middle of the pack. Not great but not awful. The thing is though, that since he has faced an exceedingly hostile congress its meant that its been impossible for him to get much of anything done. That I think is why he is middle of the pack. He simply has not had the opportunity to push his agenda through congress whether that agenda would be for good or ill (contrast that with Bush who was able to push through the disastrous Iraq war).
With respect to the rest of the world I do think they respect him highly, but a lot of it is due to the relief they feel of not having another Bush to deal with. If the colleague you work with who is an utter disaster who wrecks everything gets replaced with a middling bureaucrat, you will be exceedingly happy, but not because of what you now face but because of what you don't.

The inspection teams went back in in 2002 and found absolutely nothing. Saddam let them in because he was desperate to stop the invasion that was coming. Of course nothing was found because they did not exist at which point Bush and friends argued they were not found because they were being hidden.
Ergo the farce that it was suspicious that nothing was found, and the absence of evidence was then used as evidence for the need for war.

Frank Luntz orchestrated a meeting with the Republicans where they developed a plan to oppose everything Obama tried to do on the day of his inauguration. Pretty difficult to work with a group of folks who have already decided to oppose everything. I also note that Obama actually did try to work with them, in fact a lot of early criticism of him from his own party was his constant attempts to bring in the GOP on issues and being slapped in the face for doing so by them.
