So far, all we know about the "bad luck protection" system is that it was giving further rewards to players who had already had good luck. And that it was supposed to have been hotfixed, but anecdotal reports suggest that the problem persists.
We don't know how the bad-luck protection was intended to function. There is no reason to assume that there won't be many players who play the game religiously but never receive orange loot.
My attitude toward the legendaries is that I'm just trying to forget about them and play as if they don't exist. I sympathize with players in competitive raid guilds, however, who don't have that option.
They WILL be available to everyone. Do people still not understand this? Everyone will have one. Everyone will have two. Have you not noticed every single class hall final upgrade is the ability to use two legendaries? They wouldn't do that if they didn't expect everyone to have two legendaries. It's just going to take a little time before that's the case.
You dont pay to have the best gear, you pay to have the opportunity to get it through game play. Lets also not forget that more play time = better shit, thats how almost all loot based games work. Besides, in a few months everyone thats been playing the game will most likely have them anyways, hopefully its one that isnt just an ilvl boost for you.
i do think they need to make counter measures... because we have people with 1-5 of them, alot of them having 2-3 (thanks to the buf that was and may still be in place)
as some people have done far less content then others and gotten many more legendaries then those who have done everything they can every week to get one
i for example have 0, i have done every mythic, every emisarry, every week+tons of heroics, full clear of EN normal, nythendra heroic (yeah my guild is not the best, atleast the weekday team) now i feel i should have gotten atleast one legendary.. i dont care about 2 or 3 or whatever, atleast one to feel nice
meanwhile people who have done much less got lucky and got 1 legendary... then 2... then 3.... and yeah it sucks
idk i may be bias as i havent gotten one, and have worked my hardest (having 15 days played time since reaching 110 of basicly non stop farming) and still havent gotten 1
not the one i want, just ONE!
i dont think everyone should have legendaries, i dont think they should be super easy like get 1 a week (even though those who got one first week seem to have this luck....) i just think they need to tell us whats wrong, and what this "badluck protection" does and how it works...
cause something has GOT to be wrong still if people are still after the fix getting their second, third, and fourth legendaries, well a majority of the community has 0...

Part of the reason I was excited for this X pack, was that Blizz said that Legendary items where available to everyone and the longer you went with out one, the more likely you got one to drop. Well i am calling BS on that right now. I have been playing consistently, and no Legendary. This is very disappointing and upsetting. Feels like it was jsut another Devlopers Lying to players, to get their game sold. Just like Sean Murray from Hello Games.
Completely terrible logic.
You're paying to play the game and you do have access to all of the features that the game provides. Do you buy singleplayer games and expect to start at the ending? Nah. You play the game and unlock whatever it offers over time.
Assuming you continue playing the game, you will get your legendaries. Your poll actually doesn't even make sense because everyone will get one as it is.

IF you farm certain mount for years you will get it eventually, right? Well while that's ok with mounts that don't affect game play, with legendary items a story is kinda different even more so because Blizzard after 1 year of alpha and beta testing managed to fck up big time.
Keeping them how they are is crap, but straight giving them to people is worse. I much preferred LK-Cata style (not daggers though).
They are available to everyone.

The RNG of it sucks, but don't forget we are playing a casino right now. I'm with Felplague, I may not have as many hours put in, but I have still done multiple things like every mythic dungeon available, multiple mythic+2-4's, full normal EN clear and so far 6/7 heroic. Still no legendary. I'm also at the point where I would appreciate just one to drop just to know I exist in the game I am playing. I've got guild members that have received 3 so far, and I'm still sitting at the back of the proverbial cool kid bus without one.
I called this a long time ago against Blizzard's RNG statement of (paraphrasing) "we want to give people incentive to keep doing things. Going into a raid for the 30th time and getting that highly upgraded Titan forged piece is a great feeling!" Well, the opposite is also true, that when you go thru the raid for the 30th time and you see everyone else getting that gear and you are sitting on your plain Jane loot that the feeling of missing out intensifies equally. It creates just as much burn out for some players just because of the letdown of going so long without that piece while others around you are celebrating theirs. Yeah, I'm happy for them, but why do I have to sit back and just be happy for others when I could be joining in the celebration?
