That's highly subjective... a LOT of people dislike Legion, it has a decent amount of content but the class design is absolute shit in both PvP and PvE, and the PvP balance is fucking awful.
The "pattern" from my perspective was
Wrath was amazing
Cata was ok
MoP was good
WoD sucked on content but the class design was done right at least... Overall not great.
Legion is good on content but the class design is utter garbage... Overall horrible, content doesn't matter if the vessels through which we traverse that content suck.
If it weren't for my guild I would have never even purchased Legion, I knew I didn't like any of the class designs during Beta, this is the first expansion I have felt that way in my 12 years of WoW... I even hate PvP in Legion. I loved PvP in every prior expansion, it was like 90% of my playtime, but this time around the shit class design and utter failure to balance things makes me actually hate it to the point that I refuse to even do it anymore. All I do now is log in twice a week to raid, when in every expansion prior I would PvP daily.

TBC: Boring Questing, the sad replacement of gear during the first 30 Minutes of it all, yet it still had amazing Zones, Music, Raids, and it gave us 2 amazingly developed races.
WoTLK: Everything was badass, until they fucked up with Wpvp, and made only 2 good raids: Ulduar, and ICC. However, due to the fact that Ulduar was the best raid EVER back in the day, as well as the fact that Wrath's ending was fucking glorious, I kind of forgive them. But, there are still some minor/major problems with it: Oculus, Patch 3.2, and the Casual shit. Oh, and must I mention Strand? ...
Cata: 3 problems:
1. Thrall.
2. The ending + Spine Of Deathing/Madness of Deathwing.
And, 3. No N'zoth.
MoP: Everything was nice, except for 2 things:
1. Alliance storyline in 5.3.
And, lastly, 2. The 14 month wait.
WoD: Shhhh! Only pretend that Archimonde's death was canon, as well as Khadgar/Gul'dan's story arc. Everything else is forbidden to describe. The faster we ignore this expansion's existence, the easier it is for us to enter Legion.
Legion: Everything was fine. I don't mind the RNG (Mainly cause I have the 2 WORST Legendaries in the game. Yet, I don't cry), nor do I mind Illidan's Xe'ra shit (Since...well...7.3's gonna fix that shit), PVP's fine, the Raids are interesting, 7.2 Was bad, but had its fair share of good moments. The ToV Raid/Karazhan fixed up the more Major un-solved zone plots (AKA, SOMETHING WOD NEVER DID! THANK'S ARAKKOA), and the Art/Music is doing well. Also, so far, 7.3's AMAZING! ALL of Argus looks nice, the Dungeon's cool, and I love the lore so far. But, lastly, I LOVE ANTORUS SO FAR! Every encounter has their own special mechanics, and everything. It's also rivaling Ulduar for me, in terms of Looks so far as well. And, lemme just say, Ulduar has been unrivaled for a LONG time. This is the first time it's found a rival. :O
So, to rate them, this is what i'd do, from best to worst:
Legion/Vanilla > MoP >> WoTLK >>>> Cata/TBC >>>>>>>>>>> WoD.

Wrath was good, Cata was alright, Mists of Pandaria was awesome, WoD sucked for a lot of reasons but had a good start, Legion is alright so far excluding 7.2 its been pretty good and 7.3 looks amazing. I look to the future not so much the past. Many people strive for the early days but I strive for what is to come next. Don't get me wrong the past expansions had plenty of good bits in them.
But I am going to look to what's to come, we shall see if it follows this pattern of yours but I am gonna give it a chance.

I love raiding too but after three consecutive raid tiers that were heavily orc themed by the time HFC came out the orc theme made me sick. 14 months of soo, a very short period where highmaul was relevant, then 6 months of soo with a black color scheme instead of orange followed by another 14 months of a fel green themed soo. I just was so over it by the time HFC was 2 weeks old.

I have definitely been enjoying Legion. Vanilla and BC were lots of fun. Wrath was fun, but got tedious waiting for ICC to release (was not a fan of Argent Tournament). Cata was meh. I actually liked the feeling of the entire world being revamped as it was starting to feel and get a little stale. MoP was interesting but not that great to me (really only enjoyed it at the end). WoD was meh.

Does anyone know / remember reading anything about how they build expansions, specifically are there two separate project teams? Do they hand off, alternate? I seem to remember something about that being said during the mop/wod years where they were supposedly greatly bolstering their team and wod suffered because they were still training all the noobs, but by legion it would all be running.
Anyway, would crack me up of one of them was clearly the B team and repeatedly dropped duds.

Wrath was alright and I think it has more glory than it deserves.
Cataclysm was pretty awful. Rearranging the map, the raids sucked, the 5 mans sucked.
I enjoyed Mists of Pandaria quite a bit. It felt like it should have had a but more than it did but overall I liked it.
Warlords was heinous. They even admitted it was awful and not what they had hoped for. if you weren't raiding, you had SO little to do and work towards.
Legion is probably tied with TBC as my favorite expansion. There are some things I didn't like about each one but overall, I enjoyed them both.
Outside of the artifact, legion has been pretty shit...
- sharding/crz of the entire new zone...sorry I don't want to see tons of people who aren't from my server at the start of an xpac
- RNG on top of RNG on top of RNG - fuck that
- roll the dice legendary system - not fun at all
- professions: the recipe rank system and how you get the recipes IS NOT FUN. Too much RNG attached. It basically killed me getting professions going on alts. One of the worst decisions this xpac.
- Class fantasy: complete garbage. Class balance doesn't exist. Pruning was terrible. All classes are becoming boring as hell...
- DH - not a fan...not sure why we would have ANOTHER tank/melee leather after MoP...OP as fuck too...see balance above
- PVP: probably the worst I have seen it and it has been getting bad for years...I won't even queue up shit anymore...I give up
- REPS: wtf is this paragon shit? exalted should mean exalted and that faction allows me to buy their cool shit. It shouldn't be RNG fest to see if I "win" an item from a chest. it could have worked better by having a 10-20% extra chance at a legendary if you got a paragon chest...that would be enough to motivate people to do them until they got all their legendaries.
Probably more but yeah...all the people saying Legion is so damn awesome must love the RNG fest and the smoke and mirrors that this xpac really is.
