Without getting into the gnarly history and politics of the deeper issues: If they were acknowledged as a country invited to participate they should be afforded the same respect as any other nation. If the UAE wouldn't or couldn't do that then they should not have been allowed to host the event.

The Judo organization recognizes Israel as a competing country. By hosting the event so did UAE.

Honestly my heart goes out to the winners though.
