A large % of the raiders will never touch mythic but still consider themselves more than a "casual" raider and will want the best gear available. What this seems to mean to me is that; as long as there is ONE person eligible for loot, even if you have killed that boss previously this week - you can go again for another chance at loot?
This surely leaves the option open that one person who had already cleared a raid this week creates a pug, and only invites those who have not killed any of the bosses this week. So this would mean that say out of the 20 he invited, he is the ONLY one who has killed it already that week. That would mean the boss will drop almost the same amount of loot as if the whole raid hadn't killed any bosses and he can loot whatever he needs if and when it drops. That person can then rinse and repeat this, getting as many chances at loot as he is willing to spend time trying?
