Okay, this hasn't been commented on at Wowhead or on Google yet, so I thought I'd pop by here for some help.

I'm trying to find the Gar Necklace that you need for the stable achievement (for armored wolf mount). Conflicting information says it is or isn't in Tier 3. I thought you had to have the achievement to get the plans for tier 3, though...

Maybe I'm reading it wrong. Any suggestions? My main goal is opening tier 3 stables.
